The focus of the MBA is on managing businesses. The MPA focuses more on managing governments, such as cities, counties and states. For example, in the areas of accounting and finance, the MBA emphasizes the earning of profits and distributions to shareholders. The MPA emphasizes governmental budget, appropriations, and meeting budget requirements.
